Graham-Van Hollen Turkey Sanctions Bill

Senators Lindsey Graham (R) and Chris Van Hollen (D) introduced a sanctions bill yesterday to punish Turkey for their attacks on the Kurds. For the record, the Kurds are "one of America’s best partners in the region" which helped fight against ISIS. These attacks are occurring due to President Trump's decision to remove 50 troops from northern Syria. In addition, section 1 of the bipartisan bill includes sanctions on Turkeys leadership including the president, Vice President, Minister of National Defense, Minister of Foreign Affairs, Minister of Treasury and Finance, Minister of Trade, and Minister of Energy and Natural Resources. Section 2 of the bill is on military transactions with turkey. The bill states, "Sanctions against any foreign person who sells or provides financial, material, or technological support or knowingly does a transaction with the Turkish military." Section 3 is on Turkey's energy sector. The bill states, "Sanctions any foreign person or entity who supplies goods, services, technology, information, or other support that maintains or supports Turkey’s domestic petroleum production and natural gas production for use by its forces." Section 4 "Prohibits the sale of U.S. defense articles, services, technology, materials to the Turkish Armed Forces" and "Prohibit ammunition sales and transfers to the Turkish Armed Forces." Section 5 defines "Turkey’s S-400 purchase as a significant transaction under section 231 of CAATSA," it states that the "Implementation of sanctions from CAATSA must occur within 180 days from designating as significant," and it "Removes CAATSA waiver and delay provisions under Section 231 for this purchase." Section 6 exempts sanctions on humanitarian aid, medical assistance, democracy promotion and election assistance, and intelligence sharing. Section 7 requires Turkey to share a "Report on the net worth and assets of President Recep Tayyip Erdogan" with the US. Lastly, section 8 will implement "Visa restrictions for Turkish leadership to travel to the U.S."
